I can see why the emperor would be interested
And I want the votie to be cannon somehow.

And I think I see why he'd prefer an ambitious member of a disgraced family retrieve it for him, rather than one of the more secure and powerful ones. Perhaps a more powerful family might feel they could start demanding things in return.
